The Lloydminster Public Library is Seeking a permanent full time in-person Library Director. The City of Lloydminster is a vibrant City residing on the border of Alberta and Saskatchewan. The Library Director is accountable to the Board for the administration of the Library in accordance with the policies of the Board and the legislation of the City of Lloydminster and the Province of Alberta. The Library Director is responsible for the preparation and management of the Library's budget, development and maintenance of the Library's personnel policies, and the allocation, training, and supervision of all staff. The Director will recommend strategic directions to the Board and will work with the Library's administrative team to ensure understanding of and commitment to Library initiatives. The Director will serve as Secretary-Treasurer to the Board and carry out the role of Library Director. As Library Director, the individual is expected to be an active participant within the Library community, taking on a lead role within the community on behalf of the Library.
PRINCIPAL RESPONSIBILITIES
1. In consultation with the Library Board and the community, plan and direct programs of library services that meet the immediate and long-range needs of the community.
2. In consultation with the Library Board, prepares annual budget and exercises control over expenditures in accordance with Board policy and provincial legislation. Monitors and controls budget, ensures that expenditures are in compliance with sound financial management practices. Seeks efficiencies for cost saving opportunities. Reports regularly to the Library Board on expenditures against budget.
3. Prepares and recommends policies to the Library Board. Interprets Board policies to staff and public; implements and administers policies.
4. As Secretary-Treasurer to the Library Board, facilitates effective functioning of the Board and its committees, attends all Board meetings, keeps the Board informed of progress, conducts the Board's official correspondence, and prepares and maintains the business and financial documents of the Board.
5. Directs collective bargaining with the Library Board's employees and recommends agreements. Ensure Board awareness of progress in implementation.
6. Establishes and maintains communication and cooperative working relationships with the municipality, other government departments, Lakeland Library Region, community groups, the general public, and Library staff while being consistent with sound marketing and planning principles, and Board policy. Fosters effective public relations.
7. Assumes responsibility for all matters related to personnel administration, including administration of the collective agreement, staff allocation, labour/management relations, professional development, and leadership of the management team.
QUALIFICATIONS 1. Master of Library and Information Studies (MLIS) from an ALA-accredited institution
2. A minimum of five years of directly related progressive experience, including three years of administrative experience and two years in a management or supervisory capacity.
3. Proven interpersonal, leadership, time management and communication skills.
4. Ability to lead and effectively coordinate the efforts of various functions with other government or private agencies to accomplish program goals or objectives.
5. Ability to work cooperatively and cohesively with others.
6. Proficient in English, must be able to communicate effectively both orally and in writing with staff, stakeholders, and patrons, including face-to-face, one-on-one settings and in group settings.
7. Proven ability to maintain a high standard of discretion, ethics, and confidentiality.
